, ,PRIMARY PURPOSE
Beacon Broadband (BBI) is constructing a Fiber-to-the-Home (FTTH) network and seeks an Outside Plant (OSP) Quality Control (QC) Inspector to ensure the quality, compliance, and safety of outside plant infrastructure, relating to the FTTH deployment, construction, and design validation. The OSP QC Inspector is responsible for verifying that construction and installation meet industry standards, engineering specifications, and regulatory requirements.
This role will also oversee the construction of the drop and the fiber cable connecting the terminal (TAP) to the home or business.
This position will work closely with the safety team, ensuring that employees and vendors are performing work in a safe manner according to the safety policies set by OSHA and BBI.

The Telecom OSP QC Inspector is responsible for the compliance of outside plant telecommunications infrastructure. This role involves inspecting aerial and underground fiber optic infrastructure installations to verify adherence to engineering designs, industry standards (NEC, NESC, TIA/EIA), and regulatory requirements. The inspector conducts field audits, documents findings, and reports deficiencies while ensuring that construction meets BBI’s standards. The ideal candidate has experience in telecom OSP construction, fiber splicing, and network testing, with strong attention to detail and a commitment to quality assurance.
· Quality Control Inspections
· Conduct field inspections to ensure BBI’s construction meets project specifications and industry standards.
· Verify proper installation of aerial and underground fiber optic cables, conduits, handholes, vaults, and pole attachments, according to NESC telecom standards.
· Ensure compliance with permitting requirements and local regulations.
· Identify defects, installation issues, and non-compliance, providing corrective action recommendations.
· Documentation & Reporting
· Prepare detailed inspection reports with photos, measurements, and identified deficiencies.
· Maintain accurate records of all QC inspections and corrective actions taken.
· Communicate findings and provide recommendations to project managers and contractors.
· Final Project Sign-Off
· Conduct final inspections to confirm all work meets quality, performance, and safety standards.
· Approve completed installations and provide documentation for project closeout.
· Ensure restoration of construction sites to original conditions.

COMPETENCIES
· Understanding of OSP Infrastructure: Knowledge of the various components involved in outside plant construction, including cables, poles, ducts, and vaults.
· Familiarity with fiber optic infrastructure preferred.
· Inspection Procedures: Ability to follow and implement structured QC protocols and checklists for inspecting OSP installations.
· Issue Identification and Resolution: Capable of identifying discrepancies, defects, and non-compliance in the installation or maintenance of OSP infrastructure.
· Reporting and Documentation: Accurate documentation of inspection results, issues, and corrective actions, including generating detailed reports for management.
· Skill in identifying and resolving issues related to network performance, cable splicing, and fiber optic installations.
WORK ENVIRONMENT
This job operates in the field with occasional days spent in a professional office environment.
PHYSICAL DEMANDS
· Field-based role with frequent site visits
· Walking and climbing may be required
· Exposure to construction environments, including roadways, underground, and aerial facilities
POSITION TYPE AND EXPECTED HOURS OF WORK
This is a full-time position, and typical work hours are Monday through Friday 8:00am to 5:00pm.
TRAVEL
Occasional travel throughout the BBI and Coos-Curry Electric Cooperative, Inc. service territories. Some travel throughout Oregon and to other states for conferences and other events.
QUALIFICATIONS
· Education & Experience:
· High School Diploma or GED (required); Associate’s or bachelor’s degree in Telecommunications, Engineering, or related field (preferred).
· Technical Skills:
· Ability to read and interpret engineering blueprints, GIS maps, and construction drawings.
· Proficiency in field inspection tools, GPS mapping, and reporting software.
· Certifications Current or willing to get (Preferred):
· OSP Inspector Certification (OSP-I) – BICSI
· OSHA 10 or OSHA 30 Certification
· First Aid/CPR Certification
ADDITIONAL ELIGIBILITY QUALIFICATIONS
· Reliable transportation for getting to work.
· Must meet the requirements of pre-employment drug screening and comply with company's drug and alcohol policy while employed.
