Salary: $86,627 - $107,292 DOE

PRIMARY PURPOSE

The Outside Plant Manager is a critical leadership role that oversees the Outside Plant Team working to build and maintain a brand-new high-quality Fiber to the home (FTTH) and Fiber to the X (FTTx) to a currently under-served community. This position will oversee Field Technicians and coordinate construction contractors (during the construction phase).  

This position will interface and oversee design with construction contractors, transitioning high-level designs into detailed engineered plans while coordinating day-to-day outside plant projects. This position is a working manager position and will require filed work as well as staff management.

As established by policy and procedures: 

  • Inspect outside plant installations and test fiber optics.
  • Maintain oversight of planning, construction, and inspection of all infrastructure delivery services.
  • Prepare long-term plans, forecasts, and budgets.
  • Develop optimal fiber path design based on available capacity, architecture, funding, and anticipated growth.
  • Daily supervision and management of Field Technicians and Splicers.
  • Promote and ensure all work conforms with industry standards, plans, and safety policies. 
  • In coordination with vendors, oversee, supervise, and manage construction contractors and be their main point of contact. 
  • Design and implementation management of FTTH/FTTx services using a distributed tap model.
  • Knowledge of overhead and underground infrastructure as it relates to installing and maintaining a passive fiber-optic network.
  • Develop and implement outside plant standards, policies, and procedures.
  • Function as a sales engineer to design solutions for atypical installations.

COMPETENCIES                                                                                                                                                                        

  • Experience with telecommunications engineering systems such as M4, Spatial Engineer, DPI/Endeavor, or Varasset. 
  • Exceptional understanding of FTTH/FTTx distributed tap concepts, design, and requirements.
  • Knowledge of OSP fiber placement methods including, underground, direct burial, ariel, and building applications. 
  • Knowledge of permitting processes including highway, railroad, city, and DoT is strongly desired.
  • Strong MS Office Suite skills 
  • Practice and exhibit effective leadership in all dealings.

WORK ENVIRONMENT                                                                                                                                                                        

The job operates in a professional office environment and in the field. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. This position may be exposed to external weather conditions including rain, sleet, snow, etc., as well as a varying degree of cold and hot temperatures. 

 

PHYSICAL DEMANDS                                                                                                                                                                        

This position requires the ability to participate in outside plant maintenance to include lifting materials, climbing ladders, accessing small spaces, splicing fiber, and other tasks in an outdoor environment in a variety of weather conditions.

 

POSITION TYPE AND EXPECTED HOURS OF WORK                                                                                                                                                                        

This is a full-time position, and typical work hours are Monday through Friday 9:00am to 6:00pm. The position requires emergency response outside of regular working hours.

 

TRAVEL                                                                                                                                                                        

Regular travel throughout the Beacon Broadband service territory. Occasional travel outside of the Beacon Broadband service territory.

 

QUALIFICATIONS                                                                                                                                                                        

  • Associate degree in Electrical Engineering, Telecommunications or related field preferred.
  • 5+ years of outside plant experience in the telecommunication industry required.
  • 5+ years of direct supervisory experience required.
  • Additional experience may substitute the education requirements.
  • Experience providing quality FTTH/FTTx preferred. 
  • Must possess a valid driver’s license, insurable driving record, and complete a background check and drug screen. 
  • Must meet the requirements of pre-employment drug screening and comply with company drug and alcohol policy while employed.
